Introduction

IGLYO — The International LGBTQI Youth & Student Organisation is the world’s largest LGBTQI Youth and Student member-based organisation, counting more than 100 Member Organisations in over 40 countries across the Council of Europe Region. 

IGLYO’s mission is to advance the rights of LGBTQI youth, fight for equality and inclusion, and empower LGBTQI youth voices through international training and events, thematic research and advocacy campaigns, online tools and resources, networking activities, and more.

IGLYO is excited to announce the opening of its IGLYO Grants Programme, or “Financial Support to Third Parties”, as funded by the CERV Programme 2021-2027 of the European Commission. The IGLYO Grants Programme 2023 is a continuation of our Mentoring Project 2021/2022.

This grant scheme is open only to IGLYO’s Member Organisations registered in European Union Member States. 

About the Grants Programme

IGLYO aims to increase the impact of its work by supporting its Members’ activities on the ground, as well as their work directly addressing the needs of local communities. To this end, IGLYO will award 3 grants of €10,000 each to 3 of its Member Organisations from EU Member States.

Through this call, IGLYO’s Member Organisations registered in the EU are invited to submit simple concept proposals for projects in one of the three areas below, and IGLYO will provide technical and financial assistance to three selected proposals by working closely with the implementing organisation. 

The proposals can be for initiatives or activities complementing other projects that the organisations already implement. Should IGLYO approve your concept proposal, you will be asked to develop a more detailed plan and budget with support from with IGLYO’s team.

Topic areas to be addressed

The proposals for projects to be granted should address needs and develop or support existing activities within one of the three following streams, in order to diversify the reach and impact of the regranting scheme. The three streams are:

  1. Working towards inclusive education systems
    The project funded under this stream will include activities directly connected with national education systems, be it national advocacy or policy work, research on school bullying, drafting inclusive policies or curricula, campaigning for inclusive schools’ awareness, building capacity of schools, education faculties or other education professionals, or students training.
  2. Empowering young LGBTQI communities
    The project funded under this stream will include activities related to community building and empowerment: training, setting up supportive services, outreach, as well as activities with other target groups that will contribute closely to empowering LGBTQI youth. 
  3. Building stronger organisations
    The project funded under this stream will include activities that aim to strengthen the functioning of organisations, including, but not limited to, training for staff or volunteers, institutional structures assessments, implementation of necessary internal procedures and systems, governance initiatives, strategic objective processes, retreats, etc.

Terms and Conditions for IGLYO Grants 2023

General conditions

IGLYO Grants 2023 (the Programme) is a grant assistance opportunity provided by the International LGBTQI Youth and Student Organisation (IGLYO) to three of its Member Organisations (MOs) registered in one of the European Union Member States. 

The Programme takes place over a period of maximum 9 months, which includes a number of online meetings, one visit from an IGLYO staff member, and financial support for the project implemented by the MO. IGLYO Grants 2023 is funded by the Citizens, Equality, Rights and Values (CERV) Programme 2021-2027 of the European Union.

By agreeing to participate in this Programme, the MOs and the assigned Project Coordinator will abide by the Programme and IGLYO regulations, in addition to complying with their national laws that may be relevant to their participation, such as, for example but not limited to: gathering in groups in public or private spaces, video/audio recording in public spaces, creating and visualising content that addresses LGBTQI issues, accounting, etc. 

The Programme is based on a simple format: 

  1. Working towards inclusive education systems
    The project funded under this stream will include activities directly connected with national education systems, be it national advocacy or policy work, research on school bullying, drafting inclusive policies or curricula, campaigning for inclusive schools’ awareness, building capacity of schools, education faculties or other education professionals, or students training.

Who is eligible to participate

IGLYO Grants 2023 is open to IGLYO’s Member Organisations which will submit a complete proposal (as announced on IGLYO social media channels, and on the website www.iglyo.com) and which cumulatively meet the following criteria:

Criteria for selecting, evaluating and agreeing on proposals

IGLYO will convene a panel which will be in charge of selecting three proposals from all the proposals received from IGLYO’s MOs. Below is a non-exhaustive list of some of the criteria that will form the basis of the selection:

Please note that the panel can contact submitting organisations and ask for clarifications regarding aspects in the proposals before a decision is made.

 

How will the financial support be disbursed

IGLYO will cover the expenses directly associated with the implementation of the proposal submitted by the MO. The expenses can be, for example and not limited to: project coordination costs (salary or consultancy fee), consultancy fees for services, such as, for example, design of publications, campaigns, training, or delivery of trainings and workshops; accommodation, transportation, venue rental, catering, stationery, printing costs. Equipment costs can be covered only if the equipment is essential to the functioning of the organisation. Other direct expenses such as stipends, office long term rent, cash incentives, bonuses, cannot be covered. 

IGLYO and the Project Coordinator will analyse all expenses included in the proposal and IGLYO will communicate clearly to the Project Coordinator if there are ineligible expenses among them, before the final version of the proposal is agreed by IGLYO and the MO. 

The maximum amount that one MO is eligible to incur expenses for is Euro 10,000. 

IGLYO will not be responsible for any delays caused by the international bank transfer. 

IGLYO will make available to the implementing MO and the Project Coordinator a set of project monitoring and budget monitoring tools which will be shared on an internet cloud service. Among these, an Expense Log will evidence all expenses incurred in the project and the remaining balance. IGLYO will create the template for the Expense log and share it with the Project Coordinator. 

All the expenses will have to be done according to the law of the country where the MO is based. No illegal services/goods will be purchased by the MO, and IGLYO is not responsible if the purchase of the services/goods is not done in compliance with the national law of the country where the MO is based.

 

Additional limitations

IGLYO reserves the right to adjust or shut down the project at any time on the suspicion of fraudulent participation, and IGLYO especially has the right to investigate possible misuse of money, or services/goods. 

If the MO decides to cancel the initiative for reasons that are in the control of the MO and after some expenses have already incurred, the MO should make any effort to refund IGLYO the amount corresponding to the goods/services already purchased and that will not be used. Otherwise, IGLYO has the right to continue to implement the initiative even without the involvement of the MO. 

If the MO decides to rescind the partnership with IGLYO and still continue to implement the initiative, IGLYO will be allowed to report on its contribution (financial and technical) to the initiative implemented by the MO, even if the MO decides to continue the implementation outside of this Programme.

Use of personal information

IGLYO will collect limited personal information from the people involved in the initiatives and in the collaboration with IGLYO for the exclusive purpose of donor reporting and quantifying the results of the Programme. This information might include: full ID names, pronouns, email address, phone number, and bank account information. 

This information will only be used so that the selection process if successful, by being able to contact the submitting MOs, to ask for clarifications, to negotiate the proposal and to agree on the final version of the proposal to be implemented; so that payments are made accurately and initiatives that involve participants are recorded as having taken place. 

IGLYO will not use this information for any publicity or promotion or further contact with the participants. However, these provisions do not impact how IGLYO can use participants’ information in promotions and social media campaigns, as long as their consent is secured before promotions and social media campaigns are published.

IGLYO aisbl (“us”, “we”, or “our”) operates iglyo.com (hereinafter referred to as “Service”).

IGLYO aisbl uses the collected data for various purposes:

If you are located outside Belgium and choose to provide information to us, please note that we transfer the data, including Personal Data, to Belgium and process it there.

Your consent to this Privacy Policy followed by your submission of such information represents your agreement to that transfer.

IGLYO aisbl will take all the steps reasonably necessary to ensure that your data is treated securely and in accordance with this Privacy Policy and no transfer of your Personal Data will take place to another  organisation.

Disclosure of Data

We may disclose personal information that we collect, or you provide:

Security of Data
